(2) Get a beach tent/pop-up. (3) The tram car is free for under-3. (4) Morey's Piers has toddler-specific rides. (5) Beach is free, so if they last 2 hours you're still winning.

Hotel-wise, look for ground floor rooms or direct pool access — toddlers and stairs are a bad combo at 10pm. Wildwood Crest hotels tend to have more resort amenities like kiddie pools. Also: bring or rent a beach wagon. Game changer with kids that age.
